Cecelia produces artworks where social, technological and cultural engagements intersect to encourage new understanding across knowledge systems. She realises these artworks as an artist, curator and manager. Cecelia has held senior arts management positions at the Australia Council, developing and implementing two five year cycles of the Arts in a Multicultural Australia policy. She curated the first two international film programs for the Adelaide Festival of Arts and established the inaugural Tudawali Award for Indigenous filmmakers. She managed SymbioticA at the University of Western Australia between 2011 and early 2014. and is currently a PhD candidate with the Institute of Culture and Society at the University of Western Sydney.

She holds an MBA (University of Adelaide) Bachelor of Design (University of South Australia) and a Bachelor of Arts (Flinders University).
