short biography

Cecelia produces artworks where social, technological and cultural engagements intersect to encourage new understanding across knowledge systems. She realises these artworks as an artist, curator and manager. She holds an MBA (University of Adelaide) Bachelor of Design (University of South Australia) and a Bachelor of Arts (Flinders University).

Cecelia is an arts leader whose research and analysis strategically develops and builds the capacity of the Australian creative sector. She develops and facilitates roundtable industry consultations and has been effective in the establishment of ArtSpeak, the national arts service peak body and kultour, the national multicultural arts touring organisation. She is a Chief Investigator on the five year ARC supported project Large Urban Screens and the Transnational Sphere with the University of Melbourne, Federation Square and Nabi Art Centre, Seoul.

Cecelia is invited on a regular basis to present at local, national and international forums on arts and multicultural societies, arts and technology and, at the inaugural World Forum Venice, on the relationship between culture and the environment. She held senior roles at the Australia Council, the Federal Government’s arts funding and advisory agency between 1998 and 2011. She actively maintains a wide range of international cultural networks including as a member of the ISEA2013 Academic Committee.

Experimental Art Foundation, Adelaide, 1995 “Cecelia Cmielewski presented synchronised video footage of St Petersburg and Tallin on two monitors, as well as 16mm film footage of the artist dressing herself in Polish National costume, viewed by means of a hand-cranked film editing bench. Locating the technology as a metaphor of memory and literally engaging the viewer”.
